Kartavya 2 — Fulfil Aspirations and Build Capacity
The second duty guiding Budget 2026-27 focuses on the services sector as the ‘core driver’ of Viksit Bharat. The government aims for a 10% global share in services by 2047, leveraging India’s demographic dividend and skill base. A high-powered ‘Education to Employment and Enterprise’ standing committee has been proposed to recommend measures focused on the services sector.
Care Economy and Health Sector
- Allied Health Professionals (AHPs): New career pathways for youth through upgradation of AHP roles, covering geriatric and allied care services
- 5 Regional Medical Tourism Hubs: States supported to establish these in partnership with private sector
- 3 new All India Institutes of Ayurveda: To meet growing global demand
- AYUSH pharmacies: Upgrade of existing pharmacies and Drug Testing Labs
- WHO Global Traditional Medicine Centre: Upgrade at Jamnagar
The International Labour Organisation (ILO) defines Care Economy as a “set of activities related to the provision of care and support to individuals, households, and communities, including both paid and unpaid work.” It encompasses labour and resources dedicated to meeting care needs of individuals and families — a key area for employment generation.
Orange Economy and Education
The ‘Orange Economy’ refers to the segment driven by creativity, culture and intellectual property — including AVGC (Animation, Visual Effects, Gaming, Comic), entertainment, arts. Key Budget proposals:
- AVGC Content Creator Labs: In 15,000 secondary schools and 500 colleges
- National Institute of Design (NID): New campus in eastern region
- 5 University Townships: Near major industrial and logistic corridors
- Girls’ hostel: In every district’s higher education STEM institutions
- 4 Telescope Infrastructure facilities: For Astrophysics and Astronomy
• Orange Economy: Creativity, culture, intellectual property (AVGC revenue Rs 232 billion in 2024)
• Green Economy: Energy-efficient, sustainable industry
• White Economy: Health and social care
• Blue Economy: Marine economy
• Silver Economy: Ageing sectors
Tourism and Heritage
- 10,000 tourist guides to be upskilled at 20 iconic tourist sites
- National Destination Digital Knowledge Grid: Digitally document all places of cultural, spiritual, heritage significance
- 15 archaeological sites developed: Lothal, Dholavira, Rakhigarhi, Adichanallur, Sarnath, Hastinapur, Leh Palace and others
- Khelo India Mission: Systematic nurturing of sports talent over next decade
- National Institute of Hospitality: Upgrade of existing National Council for Hotel Management
Kartavya 3 — Sabka Saath, Sabka Vikas towards Viksit Bharat
Agriculture and Allied Sectors
The Budget addresses multiple dimensions of rural and agricultural development:
- Fisheries: Integrated development of 500 reservoirs and Amrit Sarovars with improved coastal fisheries value chains
- High-value agriculture: Support for coconut, sandalwood, cocoa, cashew in coastal areas; Agar trees in Northeast; almonds, walnuts, pine nuts in hilly regions
- Coconut Promotion Scheme: India is world’s largest producer with 30 million people and 10 million farmers dependent on coconuts
A multilingual AI tool integrating AgriStack portals and the ICAR package on agricultural practices. Aims to enhance farm productivity, enable better decisions, and reduce risk through customised advisory support. AgriStack is the digital foundation being built by the Ministry of Agriculture using InDEA 2.0 architecture — a federated structure keeping States at the centre of design.
Women’s Empowerment and Social Inclusion
- SHE Marts: Self-Help Entrepreneur Marts as community-owned retail outlets through enhanced financing instruments, built on Lakhpati Didi Program success
- Divyangjan Kaushal Yojana: Industry-relevant, customized training in IT, AVGC, hospitality, food and beverages for persons with disabilities
- Divyang Sahara Yojana: Scaling up ALIMCO (Artificial Limbs Manufacturing Corporation of India) production, establishing Assistive Technology Marts
Mental Health, Purvodaya and Buddhist Circuit
- NIMHANS-2: To be set up in north India (currently NIMHANS is only in Bengaluru, Karnataka). National Mental Health Institutes in Ranchi and Tezpur to be upgraded as Regional Apex Institutions
- Trauma care: 50% increase in Emergency and Trauma Care capacities in District Hospitals
- Purvodaya: East Coast Industrial Corridor at Durgapur, 5 tourism destinations in Bihar, Jharkhand, West Bengal, Odisha, and Andhra Pradesh
- Buddhist Circuit Scheme: Development in Arunachal Pradesh, Sikkim, Assam, Manipur, Mizoram, and Tripura — focusing on Theravada and Mahayana/Vajrayana traditions

A — AVGC Labs (15,000 schools)
F — Fisheries (500 reservoirs)
