16th Finance Commission: Reshaping India’s Fiscal Federalism

The 16th Finance Commission, headed by Dr. Arvind Panagariya, commenced its work on February 1, 2026, with a mandate that has significant implications for Centre-State fiscal relations. Bharat Taxi: Zero-Commission Cooperative Model

Union Home Minister Amit Shah launched Bharat Taxi on February 5, a zero-commission ride-hailing platform that represents a radical departure from the aggregator model dominated by Ola and Uber. The initiative is backed by State Transport Corporation Limited (STCL), the National Cooperative Development Corporation (NCDC), and NABARD.

The zero-commission model means drivers retain 100% of their fares, addressing the exploitation narrative around platform capitalism. By channelling the initiative through cooperative institutions, the government is leveraging the constitutional mandate under Article 43 (promotion of cottage industries and cooperatives) and the 97th Constitutional Amendment that added cooperative societies to the Fundamental Rights framework.

Frontier Nagaland Territorial Authority (FNTA): Autonomy Within Autonomy

The establishment of the Frontier Nagaland Territorial Authority (FNTA) through a tripartite agreement between the Eastern Nagaland Peoples’ Organisation (ENPO), the Nagaland state government, and the Ministry of Home Affairs (MHA) addresses a decades-old demand for greater autonomy in eastern Nagaland.

The RBI announced a fraud compensation of Rs 25,000 from the Depositor Education and Awareness (DEA) Fund, established in 2014. This fund is constituted from unclaimed deposits that have remained inoperative for more than 10 years. The compensation mechanism provides a safety net for banking fraud victims, particularly in the context of rising digital payment frauds and UPI scams.
